The loan will allow construction of 4,500 km roads in eight states, said the official, who spoke on condition of anonymity because he was not authorized to speak to the media."We received a request just a week ago," the official said, adding that 1 billion dollars could be the first part of a larger loan. Department had originally discussed debt 2.91 trillion U.S. dollars, he said.

The roads will be constructed according to engineering, procurement and construction (EPC) contract with the contractor responsible for project design. In EPC contracts, a private developer build the road for a fee, without having any involvement in the project.

An official from the highway authority, requesting anonymity, said the proposal came from the ministry of road transport and highways and roads to cover was not a part of the national road network Development.
